This week the Government finally released their response to Bishop James Jones’ report about the lessons to be learned from Hillsborough. It is unconscionable that it’s taken 6 years for this response to be published. One aim was to stop the suffering of the families from being repeated. The delay has exacerbated it.

Over 34 years after the unlawful killing of 97 innocent men, women and children filmed live on TV, for which no-one responsible has been held to account the question is, will this response stop it happening again?

Bishop James called his report “The Patronising Disposition of Unaccountable Power”. The key word is “unaccountable”. The Government’s inexplicable failure to legislate for a full duty of candour for all public officials or to put the Charter for Families Bereaved by public tragedy into statute mean there is no game-changer to stop what happened to the Hillsborough families from happening again.

Their failure to give sufficient powers to the Independent Public Advocate to compel transparency and torpedo attempted cover ups means there will still be no legally required accountability for public authorities following Disasters.

I welcome some of the measures to encourage culture change but the reality is Parliament should legislate to prevent things going so wrong again in the aftermath of a disaster by legislating for a full Hillsborough law.
