On Wednesday I introduced my Public Advocate Bill to the House of Commons.

The Bill will make sure that the experiences of the Hillsborough Families, having to fight for decades to get to the truth will never be repeated. The Public Advocate will be independent of Government and a date controller with power to establish an Independent Panel to produce and publish documents that get to the truth at a much earlier stage in the aftermath of disasters.

If passed at its next reading, it will prevent any other families to have to fight for decades to get to the truth so that no-one will ever again have to go through what the Hillsborough families and survivors have.

This bill is the result of a collaborative effort by Lord Wills and I following our experience during the establishment of the Hillsborough Independent Panel back when we were both Ministers with the MoJ. It was clear to us back then that the current system for dealing with large-scale public disasters like Hillsborough and more recently Grenfell, fails bereaved families and survivors leaving them feeling excluded from the very processes that are meant to provide answers to why these tragedies occur and justice in cases of wrongdoing.

It took 23 long years for the Hillsborough families and survivors to get to the truth of what happened that awful day. It was only the work of the Hillsborough Independent Panel that facilitated this – a  lucky coincidence that led them to the truth.The Government must support this bill, which would stand as a lasting monument to the dignity, collective strength and fight of the Hillsborough families and prevent bereaved families and survivors ever again having to endure the decades of fighting that they went through just to get to the truth.
